AMLR Timeline to 2027: Dates That Matter
Plans built on a date nobody checked tend to fail in the same way: the date turns out to apply to something else. Here is the sequence, with the source for each point.
Dates
- 30 May 2024: the Council adopted the AML package, according to the European Commission.
- 19 June 2024: Regulation (EU) 2024/1624 published in the Official Journal. Article 90 says it enters into force on the twentieth day after publication.
- 26 June 2024: AMLA legally established, per AMLA’s website.
- 10 July 2026: the date in the Regulation by which AMLA had to prepare several draft standards, for example under Article 28 and Article 16(4). The CDD, business-relationship and group-wide drafts were announced as final on 1 October 2026, so some of that work ran past the legal date. The drafts are now with the Commission.
- 10 July 2027: general application of the AMLR (Article 90).
- 2027: AMLA selects the entities it will supervise directly, according to its own description.
- 2028: direct supervision starts.
- 10 July 2029: the later application date in Article 90 for football agents and professional football clubs. Bearer shares must also be converted, immobilised or deposited by this date under Article 79.
- 10 July 2030: bearer shares still outstanding are cancelled (Article 79).
What is not yet dated
The Commission still has to adopt the standards. AMLA proposes that they apply six months after entry into force. That is not a date; it depends on when the Commission acts. Our planning assumption, which is a judgement and not a date: the CDD standard will bind by the time a supervisor reviews your files after July 2027.
Our view
Treat 10 July 2027 as the day your procedures must already work, not the day you start. Onboarding files created in the weeks before it will be tested against the new rules the first time you refresh them.
